The Eagles are one of the toughest teams to predict in the team votes markets for the Brownlow, and it presents the most value for all those putting together their team vote multis.
The 'Team Summary' tab from the Downlow on the Brownlow package emphasises the tightness between the top 4 Eagles for season 2019, with Luke Shuey marginally ahead of Gaff, Yeo and Sheed.

Shuey is not a proven poller across his career, with a season-high of 12 votes in just his second year back in 2011. Perhaps the Norm Smith Medal from last year might help him get noticed a bit more this season.
We've got Andrew Gaff next in line, 1.18 votes behind Shuey. In Gaff's favour is he's a proven poller, and in 2019 had a career-high disposal average. Since Gaff started averaging 29 disposals in 2015, he's polled 16 or more votes in three of those four seasons. If we break this down by Gaff's percentage of West Coast total votes, he averages just under 20% of their total. We've predicted West Coast to poll around 80 team votes, so we think 15.52 votes is a fairly accurate measure, one vote higher than our predicted 14.42.

Elliot Yeo and Dom Sheed are the other two challengers, but Yeo polled significantly unders in 2018 whilst Sheed is well and truly unproven.
